SETH KOKO SUSPENDING HIS PARTICIPATION IN THE PRESIDENTIAL AND GIVING HIS REASONS:

COMMUNICATED:

By decision of August 14, 2020, Mr. Seth Koko, President of L’ALTERNATIVE-CI, candidate for the presidential election of October 31, 2020 alerted national and international opinion to the anti-democratic practices of President Alassane OUATTARA.

This decision was served by the Commissioner of Justice at several institutions.

Despite this alert, President Alassane OUATTARA was nominated as a candidate for the next presidential election by the RHDP in violation of the Constitution and the health measures to fight COVID-19 still in force.

Still in his mistrust, he submitted his candidacy file on August 24 to the Independent Electoral Commission (CEI).

Thus trampling on the constitutional provisions on the limitation of the number of mandates.

This way of doing politics shows that the President of the Republic is definitely a subscriber who is resistant to legality and conformity.

The President is not affected by the Constitution of the 3rd Republic.

He cannot therefore, after having completed his two terms of the 2nd Republic, find himself a candidate for the 3rd Republic in which the Constitution in articles 55 and 183 prohibits him from being a candidate for a 3rd term.

Note that following this risky decision, Ivorians who held peaceful marches for the respect of their fundamental law were severely repressed by the police. To this police was added according to Amnesty International an armed branch of young people close to the RHDP his party (delinquents commonly called microbes) who have brought mourning to the population.

In two weeks of demonstrations, we deplore nearly ten deaths, serious injuries, destruction of property have been observed in the country.

This way of managing the nation stands in stark contrast to democracy as defined by Abraham Lincoln. Moreover, the American diplomatic representation in Côte d’Ivoire reminded it in its press release of August 25, 2020 in these terms:

“Repression and intimidation have no place in democracy” end of quote.

Trample on the provisions of the Constitution in order to remain in power anyhow is akin to high treason and Stalinist totalitarianism.

From this observation, it is clearly established that if it is held, the electoral deadline of October 31, 2020 will be yet another opportunity to mourn Côte d’Ivoire.

THE ALTERNATIVE-CI cannot be associated with it.

Two months before the election, the pre-electoral climate is very tense and clouded by the outgoing President’s refusal to respect Articles 55 and 183 of our Constitution; treating the legalist opposition as fearful where the latter has only legality as a compass.

Faced with this situation which is today a source of instability which could lead to serious disturbances throughout the country in the days and months to come,

The political and citizen movement L’ALTERNATIVE-CI with its Leader Mr. Seth KOKO, candidate for the presidential election of October 2020, declares as of now the following:

1-Remains logical and coherent by not contributing to the next post-election crisis in the making.

2- Calls for the postponement of the presidential election in order to apply the recommendations of the African Court on Human and Peoples’ Rights, and to organize a peaceful, inclusive, credible and fair election.

3- Recommends to the opposition parties not to participate in an election that they know has been lost in advance. Better, especially not to certify a candidacy to see an election of the outgoing president that they deem unconstitutional, unless they are in collusion.

4- Indicate to the International Community that if a Head of State, from the height of his eminence, holder of powers over the army, the legislature, the judiciary and the “Independent Electoral Commission” has violated the Constitution and has not respected his word given of March 5, 2020 as well as that given to his peers in the International Community, if the latter were to be a candidate, it is neither the Electoral Commission, nor the Constitutional Council which will be able to make him accept the result of his electoral defeat on October 31st.

THEREFORE

5- Immediately suspends its participation in the presidential election of October 2020 until further notice.

6- Mandates its Leader to continue his consultative mission with ECOWAS, Ivorian political leaders in exile, then the International Community in order to seek solutions to this umpteenth crisis that President Alassane Ouattara is imposing on Côte d’Ivoire.

NATIONAL EMERGENCY DECISION

In his address to the nation on the eve of the national holiday, the President of the Republic of Côte d’Ivoire declared his candidacy for the presidential election of October 31, 2020. The Head of State thus chose this special forum of this day dedicated to the nation to respond to “a call from his political party the RHDP”.

Thus trampling on the constitutional provisions on the limitation of the number of mandates, but also on the non-confusion of the will of the political parties with that of the nation.

President Alassane Ouattara is at the end of his two mandates authorized by the constitution of the 2nd Republic in article 35 and transcribed into the constitution of the 3rd Republic in articles 55 and 183 limiting the number of presidential mandates to two.

In view of respecting these constitutional provisions, the President of the Republic solemnly, on March 5, 2020 before the two parliamentary chambers of the Republic, announced his decision not to run for a third term.

He also invoked the weight of his age (78 years), which according to him would not allow him to support again the load of the presidential function.

As a reminder, the Head of State was elected in 2010 and then re-elected in 2015, under the constitution of the 2nd Republic. He therefore effectively exercised his two mandates of the 2nd Republic which end on October 31, 2020.
After his election in 2015 for his 2nd and last term, he organized a constitutional referendum on October 30, 2016. It is the result of this ballot that allowed him to promulgate on November 8, 2016 the new constitution of the 3rd Republic.

It is therefore not affected by the constitution of the 3rd Republic. This was also defended in his time by the drafters of this constitution, by the Head of State himself and his close collaborators as well.

He cannot therefore, after having completed his two terms of the 2nd Republic, find himself a candidate for the 3rd Republic in which the constitution in articles 55 and 183 prohibit him from being a candidate for a 3rd term.

As we repeated, the outgoing President is not concerned by the constitution of the 3rd Republic.

From this observation, we consider that the President of the Republic has just been guilty of Perjury and High Treason.

Faced with this situation, which is today a source of instability that could lead to serious unrest across the country in the days and months to come,

The political and citizen movement L’ALTERNATIVE-CI with its Leader Mr. Seth KOKO, candidate for the presidential election of October 2020, declares as of now the following:

1- Asks the higher courts of the Republic of Côte d’Ivoire, which are the Constitutional Council and the High Court of Justice, to urgently self-seize this State case in order to bring the Head of State back to respect the fundamental law of which he is the guarantor.

2- Calls for the postponement of the presidential election for six months in order to apply the recommendations of the African Court on Human and Peoples’ Rights, and to organize a peaceful, credible and fair election.

3- To recommend to the party in power to appoint an eligible candidate in accordance with the constitution, replacing the outgoing President who ends his second and last term.

4- Indicate to the higher courts of the State that if a Head of State, from the top of his eminence, holder of powers over the army, the legislature, the judiciary and the “Independent Electoral Commission” has violated the constitution and no ” did not respect his word given of March 5, 2020 as well as that given to his peers in the international community, if the latter were to be a candidate, it is neither the Electoral Commission, nor the Constitutional Council that will be able to make him accept the result of his electoral defeat on October 31st.

THEREFORE

5- Asks its Leader to order within eight days a decision to suspend his participation in the election of October 31, 2020, in the event that the higher courts of the nation prove to be passive on the question of the declared candidacy of the outgoing President.

6- Sending its Leader on a mission to ECOWAS (Economic Community of West African States), Ivorian political leaders in exile, then to the International Community to seek solutions to this umpteenth crisis that the President Alassane Ouattara imposes on Côte d’Ivoire.

Our entry into politics being to put an end to these 30 years of “pre-and-post electoral” conflicts by our accession to the supreme office, we are working to ensure that this election is not a new occasion to mourn the Ivory Coast.

The President of the Republic must respect the laws so that the people can respect them in turn.

I HAVE NO MORE IDEAS OR SOLUTIONS TO PROPOSE TO THE GOVERNMENT

While France, which has been lending us money since the dawn of time, has been led by 21 ministries and is more competitive than us, in Côte d’Ivoire, we have a budget-consuming government of more than 50 members. According to the Letter of the Continent number 759 of August 30, 2017, the state sovereignty fund peaks at more than 340 billion cfa. These rulers are supposed to be technocrats and patriots whose mission is to cross their ideas in order to offer better social policy to the people.

The solutions to be proposed in the face of this Covid19 pandemic, which will be approved by the government, can only come from the government team. So stop distracting us from waiting for our solutions.

These ministers are paid dearly for doing the job and protecting us. If they fail or make ineffective and unpopular solutions, they must be replaced. And it is therefore, my duty as a citizen to decry this state of affairs, and that is what I do because too much is too much. For 9 years, if my solutions or my ideas were listened to or applied if it was only at 5%, I would not be in this posture and I am sure that the Ivory Coast would not be in this situation either …

That said, the coronavirus will not make Côte d’Ivoire disappear. This virus will be fought and defeated. While we fight it, let’s also prepare the future of the country. Do not take advantage of the Covid19 to put public opinion to sleep while you take orders behind the backs of the people, when the opposition does not have its right to react by sit-ins, marches and others . To those who speak of ingratitude on my part, I answer this: Observing my head of state for a long time without saying anything officially does not necessarily mean a guarantee of his mode of governance, or even less because “I had my mouth full… “. You who have been following me for almost 11 years know that, I have always operated with a patriotic and republican spirit. I do not disturb therefore I loved a head of state in the exercise of his mandate. On the contrary, I help him to succeed, because I consider that he is linked to the people by a social contract. It is when this contract is poorly executed, the citizen that I go out and put my Note. In politics or in business, when the leader makes inappropriate and inappropriate decisions, he is fired. Besides, the social minimum that I have today, I obtained it by my work and not by the current power. End quote. At the current stage of my position, I can only now propose a Global Social Project to the Ivorian people who will have the choice between their project in the process of failure and mine which I know to be original and innovative. Civil society must wake up to avoid repeating the same mistakes.
